General Manager – Ottawa 2021 Canada Games Bid

Hillwood was contracted as General Manager for the Ottawa 2021 Canada Games bid process. Hillwood provided leadership and project management expertise to a large group of leaders, city of Ottawa staff, and Tourism Ottawa team members. Hillwood managed the overall planning process to develop a vision, bid book, public relations strategy, community engagement strategy, and oversaw events.

During the course of a short-term leave of absence, Hillwood acted as Interim Management and oversaw the annual audit process. Hillwood provided leadership to the Board of Directors and assisted with decision making around the budget and financial management process for the organization.

Hillwood reviewed all grants and contributions programs (and terms and conditions) for each of the three levels of government, developed Games Life Cycle mapped to Government ToK phases/deliverables, developed a RACI matrix, facilitated a full day workshop to solicit input on deliverables, and provided a list of recommendations.

Hillwood  worked with McMahon Consulting to conduct a detailed review of the business plan submitted to Sport Canada to host the 2013 World Figure Skating Championships. Hillwood performed a detailed risk and financial review, provided feedback on proposed  assumptions, and recommended risk mitigation strategies.

Hillwood worked with the Canada Games Council to establish the goals and objectives for the transfer of knowledge program; and provides expertise to future host communities including: the 2013 Canada Summer Games host society, the 2015 Canada Winter Games host society, and the 2015 Pan American Games host society.

Canada Games Council bid evaluation for the 2015 Canada Winter Games

Hillwood was a member of the bid selection committee who selected the host for the 2015 Canada Winter Games. As a member of this committee, experts reviewed and analyzed business plans for each community, conducted site visits to each community; assessed the plans; and made a recommendation to the Canada Games Council Board of Directors who awarded the event.

Hillwood experts oversaw the establishment of the organization; developed a business plan; secured $35 million dollars in government funding; solicited $8.2 million dollars in sponsorship;  recruited 580 planning volunteers and 5,200 Games-time volunteers to deliver the event.

Hillwood established a research question, reviewed research methods, identified seven organizations who agreed to participate in the study; conducted detailed interviews with each organization; analyzed the data; finalized a position paper; presented research findings.

Feasibility study for Collideascope Animation Studio on an international outsourcing strategy

Hillwood conducted interviews with Collideascope managers to understand the need; worked with Nova Scotia Business Inc. to outline the opportunity and establish outsourcing requirements; travelled to Bangalore, India to meet with prospects;  and, developed a report and recommendation for Collideascope.

Nova Scotia bid process for the 2011 Canada Winter Games

Hillwood worked with Lister Farrar to establish a vision for the provincial government’s interest in the 2011 Canada Winter Games. HIllwood developed a set of bid guidelines; created an evaluation framework; recruited experts to perform the evaluation who in turn assessed four communities. Hillwood synthesized the data from the evaluation framework, and made a recommendation to the Minister of Sport on who should advance to the formal bid process.
